The scroll wheel on the Propoint changes pages on the iPad uncontrollably.

I've noticed that when I scroll the page on my iPad, the scrolling is inconsistent. Sometimes it scrolls an entire page, while other times it only scrolls a few lines. Is there a way to resolve this issue, or could it just be a problem with my mouse? It works properly on my PC.
